New York City has updated regulations governing the treatment of lead-based paint in residential properties. Based on these changes—which affect all rental apartment buildings constructed within a specific timeframe—Parker Towers is subject to updated lead-based paint regulatory requirements. As a result, we are instituting testing for lead-based paint and, where appropriate, a program to address any necessary repairs. 

 

Starting this month, we will begin testing individual apartments and common spaces across Parker Towers for lead-based paint using a safe, industry-standard and non-destructive technique called X-ray fluorescence (XRF) testing. We expect this testing to run through August 2025. Your apartment will only need to be tested once under this new program. We will be reaching out to each resident individually with more details on scheduling a testing date for your apartment and what you can expect during the brief testing process. As always, our teams will work diligently to minimize any disruption to the Parker Towers community.

 

Additionally, you should have received the annual survey we distribute each January by now. One of the key pieces of information we receive from this survey is information on apartments with a child under six years of age in a residence, or apartments with a child under 6 years of age who routinely spends 10 or more hours a week at the apartment. This information will be critical to the efficient and timely rollout of the testing program. Why is lead-based paint work happening at Parker Towers now? 
•   New York City has updated regulations governing the treatment of lead-based paint in residential properties.

How often do we need to get this testing done?  
•    This is a one-time testing program across our Parker Towers community. 
•    In New York City, all apartments and common areas that fall under these updated regulations must undergo XRF testing by August 9, 2025.   
•    Additional testing may also be required or advisable in certain cases, such as changes in apartment occupancy or renovations that could disturb painted surfaces. 

 

How are you checking for lead-based paint? 
•    We are using X-ray fluorescence (XRF) testing, the industry-standard method for identifying the presence of lead-based paint at a given concentration. 
•    XRF testing is a safe, non-destructive testing method used to measure the amount of lead in paint on different surfaces. 


When will my apartment be tested? 
•    We will be reaching out to each resident individually with more details on scheduling a testing date for your apartment and what you can expect during the brief testing process.

 

Can my apartment be tested immediately? 
•    Our testing schedule has been carefully sequenced in accordance with operational and regulatory requirements.  
•    We are doing everything we can to complete testing as quickly and smoothly as possible.  
•    We likewise ask that residents make every effort to provide prompt access to your apartment for testing and any follow-up visits as we work to complete this process quickly and with minimal impact on our residents.

 

Do I need to be present during the testing?  
•    You do not need to be home for testing if you provide access or consent for our team to enter your apartment, but you are welcome to be present if you would like. 
 

How long will the testing take? 
•    The testing process is expected to take up to four hours. 
 

Can I get a copy of the XRF results for my apartment? 
•    Yes. After testing in your apartment is completed, XRF reports will be available upon request.   

 

What does it mean if an area tests positive for lead-based paint? 
•    If you receive a “positive” test result, that means the paint tested contains an amount of lead that meets New York City’s threshold to be considered “lead-based.” 
•    The Parker Towers team will address lead-based paint in accordance with applicable laws. This may include completing paint repairs and maintenance using lead-safe work practices.  

 

If work is required, will I need to move out while paint repairs and/or maintenance is underway? 
•    We do not expect it will be necessary to move out during potential paint repair and/or maintenance processes.
•    We are committed to providing clear, advance notice for the times we will need to be in your apartment to perform repairs.
•    The scope and timeline of any work performed will depend on the specifics of each apartment. 
•    We will make every effort to complete the work quickly and with minimal disruption to you and your household.

 

 I am generally concerned about the condition of paint in my apartment – what should I do? 
•    Please do not attempt to address any paint concerns on your own – we are here to assist. 
•    If you are concerned about the condition of paint in your apartment, please submit a work order through the app or contact the Concierge, and a member of our team will visit your apartment to determine next steps.
•    You can also request a repaint of your apartment every three years, which can help address any peeling, chipping or flaking paint. Please reach out to Resident Services for more details on the timing of your next repainting.
