UPGRADES AND CONSTRUCTION UPDATES



Hello, Parker Tower residents.

 

Thank you for visiting this page for information and updates about the ongoing construction within our community. As you know, significant efforts are underway to improve Parker Towers. Because our three main buildings were constructed more than 60 years ago, it’s important that we usher them into the future and invest in the work required and needed to improve our community. To that end, we’re investing millions of dollars into our PT Forward program.

 

We understand for some residents, the noise can be a bit disruptive - this is happening where you live, and we apologize for any inconvenience that you may be experiencing. During this time of transformation, know your comfort and well-being will remain our #1 priority. We’ve increased our onsite signage to keep you more informed and encourage you to visit this website for regular updates.  

 

Please be advised, due to upcoming facade work on Bryant and Gramercy, most of the Courtyard Lawn will be closed effective Monday, September 30.

Below is our tentative look ahead for the week of 2/3/2025 and beyond for affected floors and affected lines for Local Law 11 repairs.

 

  • Brick façade work will be conducted Monday - Friday from 9am to 5pm.  
  • The balconies are part of the building’s façade and are subject to Local Law 11 repairs.
  • For certain repairs, workers may need to access balconies to properly conduct repairs.
  • The work will consist of vibrations, general construction noise, dust (due to brickwork), and occasional odor associated with waterproofing.  
  • Sidewalk bridging and scaffolding will remain until repairs are completed.  
  • We recommend keeping blinds drawn as workers, maybe directly outside windows.
  • AC units should be powered off while work is ongoing outside your unit.
  • Repairs are weather permitting, and delays may occur.
  • FOR SAFETY PRECAUTIONS, BALCONIES SHOULD NOT BE ACCESSED WHILE WORK IS ONGOING ALONG BALCONY LINES.
  • It is recommended to protect or remove furniture and personal items from balconies.

We will be performing demo work and repairs along the areaways of the Gramercy and ramp located behind the commercial building (104-70). The ramp repairs may affect the following lines: B, C from floors 1-3 with medium noise level.

Core FAQ:

Why is this construction happening and all at once?

  • Parker Towers is committed to improving our buildings and community and completing work in accordance with local law. While not ideal, each of the active construction projects taking place onsite are required and being handled as thoughtfully as possible. We are transforming our community and dealing with growing pains as we head toward a brighter future.

Can construction happen at any time of day or night?

  • No. All construction projects will be taking place Monday through Friday from 9am to 5pm. If you experience deviations from this, please let us know so we can investigate.

What can I do if it’s just too loud in my apartment?

  • We are pleased to offer Quiet Rooms located in the Parker Towers office building located at 104-70 Queens Boulevard. Residents are asked to contact the front desk to request a room on a daily basis for required fob key entry. Each workspace is fully equipped with a desk and Wi-Fi. Nap rooms are also available for parents, caretakers and children and include “Pack ‘n Plays.”

Vestibule Renovations: Completed

Upgrades to our three lobby vestibules are complete! All are fully open for resident use.

 

Breezeways: Completed

  • We are excited to announce that we completed the Breezeway project in May 2024.

 

Construction/NY Factoid #1

Can onsite construction take place anytime? 
  • According to the NYC Department of Environmental Protection, building owners are allowed to conduct construction on their property between 7 a.m. and 6 p.m. on weekdays. At all other times, including anytime on the weekends, they must apply for after-hours authorization. At Parker Towers, we’ve shortened the window to 9 a.m. to 5 p.m. for breezeway work for more convenience to our residents, many of whom are getting off to work and/or taking children to school.

Local Law 11:

  • 104-60 (Madison) Building: Local Law 11 work was completed in May 2024.

     

  • 104-20 Building: Local Law 11 work started in April 2024

    • The erection of new sidewalk shed at 68th Dr has completed.

    • The front of 104-20 building and center oval will remain open until September 2024, and the majority of it will be closed off after that until completion of the project.

    • Building 20 is projected to be complete in April 2025, based on the current schedule.

       

  • 104-40 Building: Local Law 11 is expected to start in early June 2024.
    • The erection of new sidewalk shed is currently ongoing, along Yellowstone Blvd.
    • The front of 104-40 building and center oval will remain open until September 2024, and the majority of it will be closed off after that until completion of the project.
    • Building 40 is projected to be complete in April 2025, based on the current schedule.

 

About This Project:

In accordance with the New York City Department of Buildings Local Law 11, we recently began this long-term construction project in Parker Towers for all of our buildings. Local Law 11 is a city-wide safety program requiring property owners to inspect and maintain building facades taller than six stories. The required construction involves erecting sidewalk bridging (sheds) as work progresses. A site safety lead and an engineer will be onsite at all times during work hours.

 

Local Law 11 FAQ:

What is this work exactly? 

  • Local Law 11 requires property owners to inspect and maintain building facades taller than six stories to protect residents from falling debris. In general, façade work consists of repairing exterior building components such as bricks and windowsills. As required by the NYC Department of Buildings, controlled access zones must be established and will be closed / not accessible to residents while work is ongoing. 

What should I expect? 

  • During this phase, you’ll notice sidewalk bridging (sheds or scaffolding) around the perimeter of our site at both entrances on Queens and Yellowstone Boulevards, as required by the New York City Department of Buildings. Contractors will be working from suspended scaffolding. 
  • Construction will not affect access to entrances or exits but may affect some secondary pathways around the perimeters of the buildings. This includes a portion of the courtyard.
  • The extended shed on Yellowstone Boulevard accommodates removal of trash containers at the entrance of the property, adjacent to the trash compactors, and allows for larger vehicles, such as moving trucks, to enter/exit the community.
  • We anticipate overall noise levels during the work to be medium - high. Sometimes the work will be directly outside of an apartment. We will try to minimize it as much as possible. 
  • When workers are on your line, please make sure your windows are closed. There may be times where workers request that the air conditioners be turned off. In those cases, should you choose, please let us know and we can provide you with a fan for temporary use. 

How long will the work last? 

  • This is a long-term project and will be done one building at a time. The entire property will take approximately four years.

What’s the latest update? 

  • We began mobilizing for repair work in March 2023 starting at The Madison, and sidewalk bridging and scaffolding setup work is nearly complete.
  • Fencing along the eastern portion of the oval was installed the week of April 17, 2023. 
  • Suspended scaffold work began the week of April 24, 2023.
  • Unfortunately, a portion of the courtyard will need to be closed off temporarily, as required by the New York City Department of Buildings.

 

Construction/NY Factoid #2

How much does New York really spend on construction? 
  • The New York Building Congress released a report in 2022 projecting that construction spending in New York would reach $86 billion by the end of the year, for a total of 105 million square feet. Adjusted for inflation, that represents a 19 percent increase over the high reached in 2019. That’s A LOT of construction!
